I presume this sign was wired to a chain link fence gate or similar (with one wire still hanging from the bottom edge), making it easy to take aim at it from the back side, with most of the shots having come from that direction. And with the concentration of those shots (product of a bb gun I believe) densely clustered at the center, one thinks that the owner of the sign
