There are a couple of hairline cracks on the the palette side that run all the way through the wood and which look to have been carefully repaired some time ago

I'd guess it dates to the 60s or 70s and believe that it is bronze

Scarce, Excellent Set of British Teachem Toys Rattle Bricks in Original Crate hand-carved crane There are lots of muchForever on the hunt from beautiful and interesting old wooden blocks, I was excited to find these, a complete set of British "Teachem Toys Rattle Bricks" manufactured by Lines Bros Ltd, operating under the Tri ang Toys brand name, established just after WWI. I can find no other set or even documentation of these out there, though I did turn up a couple other examples of blocks produced by Tri ang under the "Teachem Toys" name. Quite beautifully made,
