I'd be willing to bet this was the stand for presenting a prize rooster

it is just the momentum from their forward motion that causes the arms to swing

(I do believe this particular child is meant to be John the Babtist and his companion the Lamb of God

but I think its got a bit of a pretty strong  Arts and Crafts sensibility from a hundred years prior
