Harcourt (1827 1904) first entered Parliament as a Liberal Member for Oxford in 1868. He served in Gladstone's governments as Home Secretary (1880 1885) and as Chancellor of the Exchequer (1886, 1892 1895). He was Leader of the Liberal Party in opposition between 1896 and 1898.
