The Challenge Finish:Rolled View of the fire on'The Challenge', 1884. The Conservative Leader in the Upper House, Lord Salisbury, is the sentry on guard against unwanted visitors in the Lords. This relates to the Liberal's introduction of the new Franchise Bill which would have opened the vote to some two million new voters. Salisbury, however, lead a contingent that refused to cooperate until the franchise reforms of the Bill were coupled with a wide ranging redistribution of parliamentary seats.
