I had thought it was Chinese

And this one is as finely done as any I've seen

with a nice patina to the brass and a minor rusting to the chain

Reddish Stained Carved Folk Art Cat round lidded basket The dog appears to beI really love the face on this cat, from strong brow to proud nose to deeply carved long whiskers adding up to a sense that this cat is rather staring one down and clearly has the upper hand! I don't know its origins and while it has some age I am not sure especially old, but it has a lot of character, presence and very cat like attitude! Substantial at 5 1 2" tall x 5 1 8" l x 2 1 4" w. Very good condition, with a reddish stain.
