It is in the name of Obergefreiter (Corporal) Paul Koch, dated to the Hauptquartier des Generalstabes des Heeres (Headquarters of the General Staff of the Army) on April 20, 1944 and signed in blue ink by a Major and Deputy Department Chief of the Main Department of the General Staff of the Army.
