The German Emperor Wilhelm II is ordering his subjects to grant Kostitsch free and unobstructed travel and to provide him with protection if necessary. He is also asking for foreign military and civil institutions to do the same, in the interest of mutual cooperation. Dated to Berlin on 7 August
