Two members of the 'ragged' underclass are shown sheltering in a doorway, emphasising the point that they do not have any homes of their own. The cropped hair of the man on the right may suggest he has recently been in a workhouse or prison. He is commenting to his companion that the middle classes who are even worse off, being obliged to eat roast mutton and boiled fowl every day. The caption refers to some recent articles
