The flaps can be pre loaded with the required equipment before deployment and quickly swapped out depending on mission and intended use. Attachment to the plate carrier is via 4 webbing straps located at the top on the back. These are threaded through the carriers MOLLE loops and the webbing on the flap and then secured.
